Dear Vice Chancellor:

Subject: Causes of mass failure in English.

This report is in response to your fax of December 20 in which I was required to submit a detailed report to you on the causes of mass failure in English. As a chairperson of the commission, I visited different colleges in the Punjab a number of times. I discussed this matter with the principals, English Teachers, specialist in the subjects other than English, and students (male, female, urban and rural) and have now completed my research study.

I found that the standard of education in general and that of English in particular is deteriorating day by day. The English teachers said that there were no reading practices in the classes. Very rarely the teachers may ask the class students to read a portion form the text.
In addition, the students are never encouraged to speak English either in the class room or outside it. Usually most of the students prepare for the examination by studying the substandard notes. Listening and speaking skills are totally ignored. Grammar is rarely taught at college level the students are mainly inclined to cramming

As a matter of fact, more than 75% of the students in the urban areas and more than 90% in the rural areas have Urdu as a medium of instruction till Matriculation. When they join colleges, they cannot understand the lectures delivered by their teachers in English and it takes the two or three months in getting familiar with reading material in English. The majority of the student told me that they would take English if it were offered as an optional subject rather that a compulsory subject.

  • In view of these findings, I recommend that:
  • 1.      Revolutionary changes should be made in the syllabus of English by laying special emphasis on speaking an listening skills.
  • 2.      Appropriate training facilities should be provided to the English teachers both at college and at school level
  • 3.      English Language laboratories should be set up at college level
  • 4.      Student should be persuaded to listen to the news on TV.
  • 5.      Grammar and communication skills should also be taught to the students.
